On and Under is a site specific audio video installation that took place under the viaduct known as “the High Line.”  The High Line runs on the west side of Manhattan from 34th Street to Gansevoort Street.  There have been a controversy over the future of the High Line with two opositional visions: one to destroy it and the one to vitalize it with alternatie use.  (more on High Line go to www.thehighline.org)

I created a telescope and installed it on the street under the High Line.  The telescope had a timer that switched between two images: one is an optical image of High Line viewed through the telescope and the other is a video footage that was recorded on the High Line.  During the optical image, audio tracks of public hearing were played.
